Sumarno was born in 1946, hold a Ph.D degree from Iowa State University of Science and Technology in 1981, majoring in Plant Breeding and Cytogenetics, Minoring Statistics. As a Plant Breeder he had released sixteen improved soybeans varieties and also wrote books on Plant Breeding; Soybean Culture; and Groundnut Culture. He was assigned on Management positions at Agricultural Research Institutes for twelve years (1988 – 2000) and as Director General of Horticulture Production of the Ministry of Agriculture, for five years (2000 – 2005).
During the management assignment he diversified his interest on Seed Production Management and on Agriculture Crop Genetic Resources. Returning to research position in 2005 up to his retirement in 2011, he conducted various agriculture policy research on : Farmers group feasibility as seed producer of hybrid varieties of rice or of corn; The farmers acceptance and readiness to adopt the rice organic farming; The actual operators on the field in rice cultivation; The degree of comprehention on various rice technology management (developed by the Research Institutes) at the various Agriculture offices, at Provincial Agricultural Technology Assessment, at Agricultural Service in the Province, the District and the Subdistrict and at farmers.
He wrote three serial books on Research Management; Management of Crop Genetic Resources; Agriculture Technology Transfer through the Triangle actors (Researchers-Extensions- Farmers). He contributed chapters of writing on each of seven books of Agriculture Development published by the AARD press, among others dealing with : The Relation of human population, Land- man Ratio and Food availability at the National level; Good Agriculture Practices (GAP) and Green Agriculture as software for the Indonesian Agriculture; Management of Technology Packages for the Recommendation; and others.
He gave various topics of seminars and talks on Scientific Article writing; The Working Culture and Ethic for researchers; Improving creativity and productivity for researchers; and other relevan topics to boost researchers performances.
